Well, filling them is the first that comes to my mind. You can use either pencil, liquid or powder color, depends on how dark/’outstanding’ you want them.
If you simply just want to make them more vicible and give your face some shape, i’d recommend using a pencil.
PS: Use a color just a shade darker than your natural hair color, and dont draw straight on your brows, do it gentle, if not it’ll look really unnatural.
